Two significant events in American history were recognized on Feb. 4 as the Montgomery County Council saluted Black History Month. This year’s theme of “At the Crossroads of Freedom and Equality: The Emancipation Proclamation and the March on Washington,” celebrates the respective 150th- and 50th-year anniversaries of these events that changed the course of the nation.
