Behavioral Health, Developmental Disability Programs at Risk

MARCH 20, 2009—Maryland Delegate Karen S. Montgomery (D-District 14) and Montgomery County Councilmember Duchy Trachtenberg (D-At large) will hold a news conference Monday, March 23, at 1 p.m. in the Lowe House Office Building in Annapolis (Room 180—the Montgomery County Delegation Room) to discuss the impact of State and County budget cuts on mental health and developmental disability programs.

“Draconian cuts to programs that meet the basic and critical needs of the most vulnerable are made even worse by concurrent reductions on the state level,” said Councilmember Trachtenberg. “We can’t turn back the clock on modern methods of preventive health, crisis intervention and addiction treatment just because no one can afford a media campaign to defend them.

“These highly vulnerable citizens are not strangers. They are our parents and grandparents—the neighbors, the babysitters, the workers we meet every day.”

Delegate Montgomery, a member of the House of Delegates’ Public Health and Long Term Care Subcommittee of the Health and Government Operations Committee, said, “We in the State and County governments work to provide a world where adults with autism live and work in the community where they are enabled as individuals to reach their highest potential and contribute as confident individuals to their community. We do not want people to be in large, sometimes uncaring, institutions.

“In difficult economic times we are obligated even more to redouble our efforts to help those most in need.”

Delegate Montgomery and Councilmember Trachtenberg are urging officials on the State and County level to examine the “value per dollar” of investment in social services, and the devastating impact cutting those investments can have on society as a whole.

Councilmember Trachtenberg, herself a professional clinical therapist who specialized in adolescent addiction, has long championed mental health, public health and social services. Her groundbreaking legislation made Montgomery County the first in the nation to ban trans-fats in food service establishments and she has worked with service providers and health consumers to achieve the best possible care.

Delegate Montgomery, a member of House of Delegates since Jan. 8, 2003, is a member of the Health and Government Operations Committee. She is president of Women Legislators of the House of Delegates of the Maryland General Assembly and is a Founding Member of Montgomery Women. She has served on the Task Force to Study the Developmental Disabilities Administration Rate-Payment System; the Statewide Commission on the Shortage in the Health Care Workforce; the Public Safety Policy Committee of the Metropolitan Washington Council of Governments; and the Veterans Behavioral Health Advisory Board. She is a former member of the Commission on Aging of Montgomery County.
