Montgomery Council to Introduce 2 Bills To Assist County’s Small Businesses on Tuesday, Feb. 7

ROCKVILLE, Md., February 6, 2012—The Montgomery County Council on Tuesday, Feb. 7, will introduce two bills that would help the County’s small businesses. Bill 5-12 would create a “Small Business Navigator” to help small businesses understand and comply with County requirements and regulations. Bill 6-12 would provide assistance to small businesses in an enterprise or urban renewal area which are adversely impacted by County redevelopment projects or redevelopment projects located on nearby County property.
The Council’s regular session will begin at 9:30 a.m. in the Third Floor Council Hearing Room of the Council Office Building at 100 Maryland Ave. in Rockville. The session, four public hearings scheduled to run successively starting at 1:30 p.m. and a 7 p.m. public hearing on County Executive Isiah Leggett’s proposed Fiscal Years 2013-18 Capital Improvements Program (CIP) will be televised live by County Cable Montgomery (CCM—Cable Channel 6 on Comcast and RCN, Channel 30 on Verizon). The broadcast also will be available via streaming through the County Web site at www.montgomerycountymd.gov. It will be rebroadcast on Friday, Feb. 10, starting at 9 p.m.
A second public hearing on the CIP is scheduled for 7 p.m. on Thursday, Feb. 9. A CIP public hearing originally scheduled for Wednesday, Feb. 8, was cancelled.
During the early portion of the morning session, the Council will recognize the successful Teen Escape Club Youth Cafés that have been positive experiences for teenagers at high schools on the east side of the County. A Youth Advisory Group, which was created by Council Vice President Nancy Navarro, came up with the idea for a youth café after imagining a comfortable, safe setting where young people could meet, organize and participate in activities that are interesting to their age group.
Bill 5-12, which would establish a County Small Business Navigator, is sponsored by Council President Roger Berliner. The navigator’s duties would include serving as the primary point of contact between a small business and County departments or agencies with which the small business must interact.
Bill 6-12 would establish a program to assist small businesses located in an enterprise zone or an urban renewal area which are adversely impacted by a County redevelopment project or a redevelopment project located on County property. The bill provides that, subject to Council appropriation, the director of the County’s Department of Economic Development could award a grant or loan from the Economic Development Fund to an eligible small business. The bill also could provide technical assistance and training for small businesses receiving financial assistance under the program.
Bill 6-12 is sponsored by Council Vice President Navarro and Councilmembers Berliner, Valerie Ervin, Nancy Floreen and George Leventhal.
At 1:45 p.m. in the Seventh Floor Council Hearing Room, the Planning, Housing and Economic Development Committee and the Government Operations and Fiscal Policy Committee will meet jointly to continue their discussions on small businesses and redevelopment and on the Local Small Business Reserve Program.
