Montgomery Council Committee to Discuss Recommended CIP for County Libraries On Wed., Feb. 15

ROCKVILLE, Md., February 14, 2012—The Montgomery County Council’s Health and Human Services (HHS) Committee will meet at 3 p.m. on Wednesday, Feb. 15, for a worksession on County Executive Isiah Leggett’s recommended Fiscal Years 2013-18 Capital Improvements Program (CIP) for Montgomery County’s Department of Public Libraries.

The HHS Committee, which is chaired by George Leventhal and includes Councilmembers Nancy Navarro and Craig Rice, will meet in the Seventh Floor Council Hearing Room of the Council Office Building at 100 Maryland Ave. in Rockville. The meeting will be televised live by County Cable Montgomery (CCM—Cable Channel 6 on Comcast and RCN, Channel 30 on Verizon). The broadcast also will be available via streaming through the County Web site at www.montgomerycountymd.gov.

Among those attending the worksession will be Parker Hamilton, director of the Department of Public Libraries.

For the FY13-18 capital improvements budget, County Executive Leggett has recommended a total of $102.7 million for public libraries. This represents an increase of $17.9 million, or 21.2 percent, from the amended FY11-16 program. The executive stated in his budget recommendation that the increase “results primarily from the addition of design and construction of the Wheaton Library and Community Recreation Center project and Silver Spring Library cost increases, offset by the completion of the Gaithersburg and Olney renovations.”

The CIP for public libraries includes seven ongoing projects and does not add or delete any projects. The Wheaton Library and Community Recreation Center project is scheduled to be discussed in a joint meeting of the HHS Committee and the Council’s Planning, Housing and Economic Development Committee on Monday, March 5.

Three projects in the recommended CIP will be under construction in FY13: the libraries at Gaithersburg, Olney and Silver Spring. Projects for the Davis and Potomac libraries are recommended for planning and design funding during the six-year CIP period. Proposed construction of a Clarksburg Library is projected for design and funding beyond the six-year period.
