Montgomery Council Committees to Discuss Truancy Court, Police License Plate Readers on Thursday, March 29

ROCKVILLE, Md., March 28, 2012—The Montgomery County Council’s Education Committee and its Public Safety Committee will meet jointly at 9:30 a.m. on Thursday, March 29, for a worksession on the Truancy Court program associated with Montgomery County Public Schools.

The Education Committee, which is chaired by Valerie Ervin and includes Councilmembers Phil Andrews and Craig Rice, and the Public Safety Committee, which is chaired by Councilmember Andrews and includes Councilmembers Roger Berliner and Marc Elrich, will meet in the Seventh Floor Hearing Room of the Council Office Building at 100 Maryland Ave. in Rockville. The meeting will be televised live by County Cable Montgomery (CCM—Cable Channel 6 on Comcast and RCN, Channel 30 on Verizon).

The Truancy Court program is one of the supports for students who are habitually truant from school. State’s Attorney John McCarthy and Assistant State’s Attorney George Simms are among those expected to participate in the worksession, along with school representatives.

The committees have previously discussed truancy supports and programs in the context of the 2010 report from the Office of Legislative Oversight (OLO) on “Truancy in Montgomery County.”

Truancy Court is intended to be an early intervention to improve student attendance by discovering the root causes of truancy and assisting students and their families with issues that impact attendance. It includes weekly meetings for 10 weeks that bring together the student and family with a volunteer judge and other service providers to put supportive resources in place for the student and their family.

At 10:30 a.m. in the Seventh Floor Hearing Room, the Public Safety Committee will be given a briefing on license plate readers on police cars. The use of automatic license-plate recognition technology is becoming increasingly more common among police departments throughout the country. According to a recent study, it is estimated about one-third of large police departments use the technology. Cameras in the cars scan plates of both moving and parked vehicles and the information is linked to a database system.

It is estimated that the scanners can read more than 1,000 plates per hour. Part of the committee’s worksession will focus on how the material is stored and the role the information will have for future use.

The meeting will be televised live on County Cable Montgomery.

At 2:30 p.m., the Government Operations and Fiscal Policy Committee, which is chaired by Nancy Navarro and includes Councilmembers Ervin and Hans Riemer, will hold a worksession on Expedited Bill 11-12 that would modify the procedures for disposition of County property. The bill would require the County Council to approve of the disposal of certain properties, including the terms of each disposition in regard to price or rent to be paid and associated economic incentives. Currently, the County Executive could gain approval for disposal of a property and then modify the terms without the Council’s approval.

This meeting also will be televised live on County Cable Montgomery.
