Montgomery County Council to Discuss Revisions to Subdivision Staging Policy on Tuesday, Nov. 6:

ROCKVILLE, Md., November 5, 2012—The Montgomery County Council at 11:20 a.m. on Tuesday, Nov. 6, will continue its worksessions on the 2012-16 Subdivision Staging Policy and resolution to amend School Facility Payment rates. The Subdivision Staging Policy, which was formerly called the Growth Policy, sets the rules regarding transportation and school availability for proposed new developments.

The Council’s regular general session will begin at 11 a.m. in the Third Floor Council Hearing Room of the Council Office Building at 100 Maryland Ave. in Rockville. The Council sessions, and three morning public hearings scheduled for 11 a.m., will be televised live by County Cable Montgomery (CCM—Cable Channel 6 on Comcast and RCN, Channel 30 on Verizon). The broadcast also will be streamed through the County Web site at www.montgomerycountymd.gov. The sessions will be rebroadcast on Friday, Nov. 9, starting at 9 p.m.

The Council was originally not scheduled to have a general session on Nov. 6, which is Election Day. However, Tuesday’s meeting was scheduled after the planned meeting for Oct. 30 was postponed due to the impact of Hurricane Sandy.

One of the public hearings will focus on a special appropriation of $250,000 to the Maryland-National Capital Park and Planning’s Commission’s Fiscal Year 2013 operating budget for an environmental, economic and traffic analysis for the Clarksburg Master Plan concerning the Ten Mile Creek Watershed. The study precedes consideration of proposals to develop portions of the watershed area in the northern part of the County.

Another public hearing will be held on the proposed special appropriation of $2 million to the Fiscal Year 2013 Capital Budget and an amendment to the FY13-18 Capital Improvements Program of Montgomery County Public Schools (MCPS) to expand the use of hi-tech Promethean Boards into more classrooms. The Council’s Education Committee held a worksession on Nov. 5 to review the request for the special appropriation.
