Montgomery County Council to Discuss Revisions to Subdivision Staging Policy on Tuesday, Nov. 13

ROCKVILLE, Md., November 9, 2012—The Montgomery County Council at 10:45 a.m. on Tuesday, Nov. 13, will continue its worksessions on the 2012-16 Subdivision Staging Policy and resolution to amend School Facility Payment rates. The Subdivision Staging Policy, which was formerly called the Growth Policy, sets the rules regarding transportation and school availability for proposed new developments. If needed, the Council will continue its worksession in the afternoon, starting at 2:45 p.m.
The Council’s regular general session will begin at 9:30 a.m. in the Third Floor Council Hearing Room of the Council Office Building at 100 Maryland Ave. in Rockville. The Council’s morning and afternoon sessions, and seven public hearings scheduled for 1:30 p.m., will be televised live by County Cable Montgomery (CCM—Cable Channel 6 on Comcast and RCN, Channel 30 on Verizon). The broadcast also will be streamed through the County Web site at www.montgomerycountymd.gov. The sessions will be rebroadcast on Friday, Nov. 16, starting at 9 p.m.
During the morning session, Bill 32-12 will be introduced that reflects passage of Question A in the Nov. 6 election. Bill 32-12 would require the adoption of regulations permitting the noncompetitive appointment of a qualified person with a severe developmental, physical or psychological disability to a County merit position. The bill would authorize a program that is similar to the noncompetitive appointment of a person with disability program in the Federal Civil Service under Schedule A.
Councilmembers Phil Andrews and Craig Rice are the chief sponsors of Bill 32-12. The seven other Councilmembers are co-sponsors of the legislation.
During the morning session, the Council is scheduled to vote on Bill 25-12 and Zoning Text Amendment 12-14 that would lead to expansion of the County’s bikesharing program.
At 2:15 p.m., the Council will receive a briefing on the County’s 2012 Housing Policy.
