ROCKVILLE, Md., November 16, 2012—The Montgomery County Council’s Government Operations and Fiscal Policy (GO) Committee at 2 p.m. on Monday, Nov. 19, will hold a worksession on employee teleworking programs in the County. Since 2008, a number of factors have led to a slight decline in the number of County and private business employees who at least occasionally work from home.

The GO Committee, which is chaired by Nancy Navarro and includes Councilmember Valerie Ervin and Hans Riemer, will meet in the Third Floor Conference Room of the Council Office Building at 100 Maryland Ave. in Rockville. The meeting will be televised live by County Cable Montgomery (CCM—Cable Channel 6 on Comcast and RCN, Channel 30 on Verizon). The broadcast also will be streamed through the County Web site at www.montgomerycountymd.gov.

The GO Committee also will discuss proposed Bill 23-11 that addresses the possible duplication of funding in development districts. As introduced in June 2011, the bill would prohibit any development district—and the White Flint Special Taxing District—from financing an infrastructure improvement that is, or may be, financed or credited by any other government agency.

Councilmember Marc Elrich is the chief sponsor of Bill 23-11. Councilmembers Ervin, Navarro and Roger Berliner are co-sponsors. The GO Committee held a worksession in July 2011 on the bill, but has not met on it since.

The bill results from concerns about potential double-funding of infrastructure items by development districts or special taxing districts and other government agencies.

At 9:30 a.m. in the Seventh Floor Hearing Room, the Education Committee, which is chaired by Councilmember Ervin and includes Councilmembers Phil Andrews and Craig Rice, will be briefed on the County’s progress in helping adults learn to read English. Representatives of the Montgomery Coalition for Adult English Literacy will meet with the Council.

The Education Committee also will hold a worksession on the quarterly financial report of Montgomery County Public Schools. The report reflects that through Sept. 30, a total year-end surplus of $10.85 million is projected for Fiscal Year 2013.
