Montgomery Council Committee to Discuss IG Report on Libraries’ Collection Budget Also on Thursday, Nov. 29: Libraries’ Strategic Plan, Impervious Surface Limits; Evening Budget Forum

ROCKVILLE, Md., November 28, 2012—The Montgomery County Council’s Health and Human Services (HHS) Committee at 9:30 a.m. on Thursday, Nov. 29, will review a report from County Inspector General Edward Blansitt III regarding internal controls of the Montgomery County Public Libraries Collection Management. His office did not find any fraud in investigating an anonymous report of missing funds from the collection development budget, but did find that the internal controls process for procuring library materials is weak and leaves the County vulnerable to loss.

The committee, which is chaired by George Leventhal and includes Councilmembers Nancy Navarro and Craig Rice, will meet in the Seventh Floor Hearing Room of the Council Office Building at 100 Maryland Ave. in Rockville. The meeting will be televised live by County Cable Montgomery (CCM—Cable Channel 6 on Comcast and RCN, Channel 30 on Verizon). The broadcast also will be streamed through the County Web site at www.montgomerycountymd.gov.

The HHS Committee also will receive a briefing on the Fiscal Years 2013-16 strategic plan of the libraries. The worksession will include a discussion on the department’s finalized technology and facility plans. In addition, Libraries Director Parker Hamilton will present an analysis of trends in library use.

The full Council will host at 7:30 p.m. on Thursday in the Third Floor Hearing Room will host a unique opportunity for the public to comment and ask questions on priorities relating to the Fiscal Year 2014 County operating budget planning process. The 90-minute session will include a presentation on the challenges that the Council and County Executive will face in formulating a balanced budget for the fiscal year that will begin on July 1. The forum also will be televised live by County Cable Montgomery.

At 2 p.m. in the Seventh Floor Hearing Room, the Planning, Housing and Economic Development Committee, which is chaired by Nancy Floreen and includes Councilmembers Leventhal and Marc Elrich, and the Transportation, Infrastructure, Energy and Environment Committee, which is chaired by Roger Berliner and includes Councilmembers Floreen and Hans Riemer, will meet jointly for a worksession on proposed Zoning Text Amendment 12-13 that would impose impervious surface area limits in the County’s Rural Cluster Zone under certain circumstances.

The Council has been working on the Burtonsville Crossing Neighborhood Plan. That plan recommends a limit of eight percent of impervious surface for zoned areas within the plan.

The Rural Cluster Zone allows residential development of one dwelling unit for every five acres. Land development with residential uses at this density would generally result in a percentage of impervious surface area of less than eight percent, but some non-residential uses have the potential to exceed that percentage without needing a special exception. Examples of this could be publicly supported ambulance or fire stations; churches; convents, monasteries, libraries or museums.
