ROCKVILLE, Md., November 30, 2012—The Montgomery County Council’s Health and Human Services (HHS) Committee and its Education Committee will meet jointly at 9:30 a.m. on Monday, Dec. 3, to discuss the County’s early childhood education program and receive an update on child care subsidies.

The HHS Committee, which is chaired by George Leventhal and includes Councilmembers Nancy Navarro and Craig Rice, and the Education Committee, which is chaired by Valerie Ervin and includes Councilmembers Phil Andrews and Craig Rice, will meet in the Seventh Floor Hearing Room of the Council Office Building at 100 Maryland Ave. in Rockville. The meeting will be televised live by County Cable Montgomery (CCM—Cable Channel 6 on Comcast and RCN, Channel 30 on Verizon). The broadcast also will be streamed through the County Web site at www.montgomerycountymd.gov

The committees will receive information about the State of Maryland’s Race to the Top/Early Learning Challenge Grant plan, including efforts to convene an Early Childhood Advisory Group. Councilmembers will also learn about training services being provided for child care providers. In another discussion, the committees will receive an update on Maryland’s child care subsidy program. This program was previously known as the Purchase of Care and the County Working Parents Assistance child care subsidy program.

At 2 p.m. in the Third Floor Conference Room, the Planning, Housing and Economic Development Committee, which is chaired by Nancy Floreen and includes Councilmembers Leventhal and Marc Elrich, will hold a worksession on Zoning Text Amendment 12-17 that would allow the Country Inn Zone to apply to properties less than the current minimum of two acres. The purpose of the Country Inn Zone is to permit country inns at appropriate rural locations.

It is primarily intended for country inns to be located in existing structures, but they could be located in new structures in certain instances. Councilmember Floreen is the chief sponsor of the ZTA.

At 2 p.m. in the Seventh Floor Hearing Room, the Government Operations and Fiscal Policy Committee, which is chaired by Nancy Navarro and includes Councilmembers Ervin and Hans Riemer, will hold a worksession on Expedited Bill 30-12 that would revise the procedure for setting and amending the rates for the transportation mitigation and school facilities payments authorized in the Subdivision Staging Policy (which was formerly the Growth Policy). Councilmember Floreen is the chief sponsor of the bill.
