Montgomery County Council Approves Budget Savings Plan of $33.2 Million

ROCKVILLE, January 22, 2008—The Montgomery County Council on Tuesday, Jan. 22, unanimously approved a budget savings plan that will reduce spending by the County government and County agencies by $33.2 million over the remainder of Fiscal Year 2008, which ends on June 30. The reductions include $19.1 million in County Government operations.

The action was taken to help the County address a $400.9 million operating budget shortfall projected by County Executive Isiah Leggett for Fiscal Year 2009.

On Jan. 15, the Council discussed the budget savings plan proposed by the County Executive, which included $23.6 million in proposed County government reductions for the current fiscal year. The County Executive asked other government agencies also to make reductions reflecting about two percent of their operating budgets.

In a 9-0 vote today, the Council made some adjustments in the proposed reductions in County Government operations and approved all of the savings proposed by Montgomery County Public Schools ($10.2 million in reductions), Montgomery College ($1.97 million) and the Maryland-National Capital Park and Planning Commission ($1.94 million).

The Council restored $4.5 million in reductions to County Government operations proposed by the County Executive, leaving the total of government operations savings at $19.1 million.

The details of the savings reductions plan that led to today’s actions: 

The County Executive and the Montgomery County agencies proposed the following savings for the remainder of Fiscal Year 2008:
• County Government: $23,635,350
• Montgomery County Public Schools: $10,200,000
• Montgomery College: $1,972,000
• Maryland-National Capital Park and Planning Commission $1,937,300
TOTAL: $37,744,650

The savings proposed by the County Executive for County Government operations, but not approved by the Council, were the following:

Department of Health and Human Services
• Reduce SNH-Supportive Housing Rental Assistance Program (SHRAP) and Partnership for Permanent Housing (PPHII) subsidies: $265,000
• Delay implementation of new FY08 initiatives: $574,950
• Reduce home care services: $30,000
• Reduce treatment slots available to Avery Road Combined Care: $50,000

Fire and Rescue Service
• Delay implementation of Silver Spring Flex Unit for six months: $178,000
• Reduce EMS overtime by transferring EMS resources from Glen Echo and Laytonsville to Gaithersburg and Kensington: $400,000
• De-staff Germantown Rescue Squad and increase Rescue Truck staffing by one: $740,000
• Take Hillandale Truck 712 out of service: $995,000

Mass Transit
• Stop Kids Ride Free effective April 1, 2008: $25,000
• Freeze Call ‘N Ride Program effective April 1, 2008: $1,051,000
• Eliminate Ride-On Route 75: $148,270

Non-departmental Account
• Grant to HOC, summer camp for youth: $20,000

Public Works and Transportation
• Reduce contribution to COG for Potomac Trash Free Treaty: $25,000

TOTAL SAVINGS the Council did not approve for County Government operations: $4,502,220
