Police Investigation Results in Charging Business Operators with Conducting Human Trafficking and Prostitution
 

         In September of 2011, detectives from the Montgomery County Special Investigations Division-Vice and Intelligence Unit initiated a long-term investigation into a series of alleged prostitution brothels operating in the county under the guise of acupressure and massage establishments.  In 2011, the Montgomery County Police Department noted a dramatic increase in the number of acupressure and massage parlor advertisements in the adult section of internet sites that cater to adult services.  In addition, the Montgomery County Police Department received numerous complaints from citizens about the illegal operation of these businesses. 

 

          In the past, the owners/operators of these establishments, much like “pimps”, created enough space between themselves and the business operations that allowed them to be immune from criminal accountability. Investigators determined that illegitimate massage and acupressure businesses operating in the county had become the havens for human trafficking schemes and were exploiting the most vulnerable women as tools for profit.

 

          During this investigation, vice and Intelligence officers initiated a variety of investigative techniques to determine that these businesses were illegal fronts for human trafficking operations.  Detectives utilized a new Maryland law that provides an exception to the Maryland Wiretap Law for investigations that involve human trafficking.  Officers ultimately executed search warrants at these businesses to gather further evidence of these crimes:

·       The Pink Spa,932 Hungerford Drive, Suite 14A, Rockville

·       The Tropical Spa, 620 Hungerford Drive, Suite 16, Rockville

·       Executive Bodywork, 966 Hungerford Drive, Suite 14A, Rockville

·       Ya Ya Spa, 751 Rockville Pike, Suite 1B, Rockville

·       Wa Wa Spa, 5858 Hubbard Drive, Rockville

·       Best Massage- 966 Hungerford Dr, Suite 11A, Rockville

 

The owners charged in this investigation and their affiliated businesses are as follows:

 

·       Executive Body Work, 966 Hungerford Drive, Suite 14A, Rockville

·       Mauricio Alex Garcia Guardia, operator of business, age 31, of the 14000 block of Westbury Drive in Rockville, charged with conducting prostitution and human trafficking, currently has a warrant for his arrest

 

·       Tropical Spa, 620 Hungerford Drive, Suite 16, Rockville

·       Howard Hao Wang, operator of business (and also operator of Best Massage), age 48, of the 19100 block of Forest Brook Road, Germantown, charged with human trafficking and conducting prostitution

 

·       Pink Spa, 932 Hungerford Drive, Suite 12A, Rockville

·       Roberto Carrasco, operator of business, age 47, of the 1500 block of North Pierce St., Arlington, Virginia, charged with conducting prostitution

 

·       Ya Ya Spa, 751 Rockville Pike, Suite 1B, Rockville

·       Feng Liu, operator of business, age 46, of the 100 block of Orchard Drive, Gaithersburg, charged with human trafficking and conducting prostitution
