Appellants sought judicial review of the issuance of a stormwater discharge permit to Montgomery County by the Maryland Department of the Environment. The Montgomerty County Circuit Court found the petition for judicial review, filed 9 months after the parties were notified of the final permitting decision, to be untimely and dismissed the appeal for want of jurisdiction. Appellants now seek to overturn the Circuit Court's decision.
