IAFF filed petition seeking judicial review of Labor Relation Administrator's decision that County Executive did not commit a prohibited practice by failing to recommend full funding of the impasse arbitrator-imposed IAFF collective bargaining agreement. The Circuit Court dismissed the petition as moot. IAFF appealed.
