The Commission disallowed this off duty's firefighter's claim that he had an accidental injury while driving his motorcycle to work. He claimed that he was on duty becuase he was coming from physical training to check his mail. Dissatisifed with the Commission's denial of the claim, the Claimant appealed the decision. The circuit court denied the claimant's motion for summary judgment and granted the County's motion for summary judgment. The claimant appealed to the Maryland Court of Special Appeals.
