County Executive Isiah Leggett is seeking applicants to fill six vacancies on the Animal Matters Hearing Board for the following positions: two licensed animal fanciers (one primary and one alternate), and four public members (two primary and two alternates).
The Animals Matters Hearing Board conducts hearings based on appeals and complaints related to incidents that occur in Montgomery County. Appeals arise from orders and decisions issued by the Director of the Animal Services Division as well as animal services officers. Complaints involve allegations of Chapter 5 (Animal Control) violations, such as: animal nuisance complaints, animal cruelty, declaring a dog dangerous/potentially dangerous, violation of an adoption contract, or violation of a Board order. Complainants may also seek damages. The Board advises the County Executive and County Council on how to improve animal control laws, regulations and programs; and proposes guidelines to maintain functional animal control facilities. There are five members and one alternate for each member in the following categories: one representative of the Humane Society, three public members, and one licensed animal fancier.
Members serve three-year terms without compensation, but are eligible for reimbursement for travel and dependent care for meetings attended. Members attend an average of two to four meetings per month in the evenings to conduct hearings. Members are required to file a confidential financial disclosure statement within 15 days of Council confirmation and each annual period thereafter.

Members of County boards, committees and commissions may not serve on more than one such group at a time. Leggett’s appointments are subject to confirmation by the County Council. Applications of those selected for appointment are made public as part of the confirmation process.
