Leggett Seeks Applicants for Commission on Landlord-Tenant Affairs

County Executive Isiah Leggett is seeking applicants to fill three vacancies on the Commission on Landlord-Tenant Affairs. The vacancies are for one landlord representative, one public-at-large representative, and one tenant representative. The County Executive encourages minority participation on the County’s boards, committees, and commissions to ensure that a variety of issues, concerns and viewpoints are considered. All members must be Montgomery County residents.

The fifteen-member commission hears landlord-tenant disputes. A landlord member must be an owner of rental housing located in the County; a manager, or an employee of a manager, of rental housing located in the County; an attorney who primarily represents owners or managers of rental housing; or be nominated by an organization that represents owners or managers of rental housing located in the County. A tenant member must be a tenant of rental housing in the County; an attorney who primarily represents tenants of rental housing; or be nominated by an organization that represents tenants of rental housing located in the County. A tenant member must not derive a substantial portion of his or her income from rental housing. An attorney member must, at time of appointment, have appeared in 10 or more landlord-tenant cases and represented owners, managers, or tenants in more than 60% of the attorney’s landlord-tenant cases. A public-at-large member must not be qualified as a landlord or tenant member or derive a substantial portion of his or her income from rental housing.

Members serve three year terms without compensation, but are eligible for reimbursement for travel and dependant care for meetings attended. Meetings of the full Commission are held the first Tuesday evening of each month in Rockville. In addition, members are expected to serve on panels that hear cases involving landlord-tenant disputes. Members are required to file an annual confidential financial disclosure within 15 days of Council confirmation and each annual period thereafter. In addition, applicants will be sent a required questionnaire that must be submitted to complete each application.

Applicants of diverse backgrounds, professions, gender, geography, disability and ethnicity are encouraged to apply. An application, consisting of a brief cover letter and resume, should be sent by mail to County Executive Isiah Leggett, 101 Monroe Street, 2nd Floor, Rockville, MD  20850, or by email to countyexecutive.boards@montgomerycountymd.gov. Home and employment addresses, as well as contact phone numbers and email addresses should be included. If appropriate, applicants should indicate the position for which they are applying. The deadline for application is February 22, 2012.

Members of County boards, committees and commissions may not serve on more than one such group at a time. Leggett’s appointments are subject to confirmation by the County Council. Applications of those selected for appointment are made public as part of the confirmation process.
