Commissions of Notary Public
COMMISSIONS OF NOTARY PUBLIC
A person who wishes to apply for appointment as a notary public first submits an application to the Secretary of State. The application is sent to the State Senator of the applicant’s Senatorial District and then to the Governor for their approval of appointment. After appointment by the Governor, the applicant is notified to appear before the Clerk of the Circuit Court of the County (or Baltimore City) where the applicant resides. Before the Clerk of the Court, the appointee takes the oath of office, receives the commission and is qualified to act as a notary public. All Montgomery County Notary Publics are sworn in (no appointment necessary).
The fee for a notary commission is $11.
The fee to authenticate a Montgomery County Notary is $1 per signature.

Montgomery County Circuit Court
The Maryland avenue entrance to the Circuit Court will be open for pedestrian traffic on September 30, 2013 and the Monroe street entrance will be closed for construction. Signage will be posted on and around the exterior of the building as well as in the Rockville Core area directing people to enter through the Maryland avenue side of the building or the Terrace level entrance from the Executive Office Building.
