BACKGROUND
The County’s Department of Health and Human Services (HHS) is seeking a dedicated professional, or designated individual within a business organization or agency, to provide support for orienting staff within HHS to HHS’ facility plans, supporting Capital Improvement Program (CIP) activities within County Government, capital projects, space planning and with County Vendors. This activity will continue on a County fiscal year basis.

CONTRACTOR QUALIFICATIONS
The Contractor must have a minimum of five (5) years of experience in the following areas:
  1. Experience in capital projects and facility planning efforts.
  2. Experience in the real estate marketplace of Montgomery County.
  3. Experience establishing and maintaining effective working relationships with individuals, groups and other public and private entities.
  4. Experience in providing support and staff functions related to facility matters.
  5. Ability to work with multiple agencies, i.e., the County’s Department of General Services, real estate agents, community groups, private, and non-profit, etc.
  6. Basic understanding of the County’s zoning requirements; must be able to predict potential issues that may arise due to zoning requirements.
SCOPE OF SERVICES
The Contractor must work with County referred programs, and HHS facility staff in performing the following activities:
  1. Identify/facilitate opportunities between HHS and private agencies where shared space can enhance program missions and/or save public resources.
  2. Provide guidance on space needs of HHS and coordinate Program of Requirements studies for space needs within HHS and County referred agencies, e.g. County vendors, schools, or other non-profit providers.
  3. Facilitate capital projects with County vendors referred by HHS.
  4. Establish and maintain relationships in the commercial real estate industry that will support and benefit the space needs of the HHS’ non-profit partners that provide services to the County.
  5. Assist with facility planning on HHS CIP matters.
  6. Assist with any other HHS facility-related matters as requested by HHS.
