Background
The Montgomery County Business Innovation Network (BIN) program has a long and successful record of providing real estate and business assistance for new and emerging companies in Montgomery County. Montgomery County has undertaken an assessment of the BINís current programming and is seeking assistance to refine and revise the BINís business objectives to more closely align them with the Countyís broader economic goals. The expected outcome is a program that leverages new economic opportunities to increase the number of new start-up businesses in Montgomery County and ensures job creation for Montgomery County in the coming years.

Scope of Services
This contract must result in a working model for the BIN program that can be implemented by DED beginning in the Countyís fiscal year 2014, which begins on July 1, 2013. The Contractor must complete the following 4 Deliverables (Tasks):
  1. Identify and justify key industries in which the County has strategic advantages, and how those industries can be further strengthened by the BIN, and how BIN should be restructured or reprogrammed to maximize those industry and strategic advantages as identified by the Contractor.
  2. Outline new programs and activities of the BIN that the Contractor is recommending under the Task 1, and provide detailed rational and projected outcomes of those recommendations
  3. Provide a fiscal analysis of the current program and the proposed alternative(s) to identify what additional resources may be required to implement the recommendations specified as a result of Tasks 1 and 2.
  4. Reach out to potential partners in order to assess the level of interest (including the financial commitment or funding interest) on the part of public, academic, non-profit, and commercial organizations to work more closely with the County on certain initiatives and develop a strategy incorporating these partners into BIN operational activities.
