IFB 1033010 - Design, Build, Operate and Maintain Two Compressed Natural Gas (CNG) Fueling Facilities at Equipment Maintenance and Operations Complex (EMOC)

Scope of Services:
Montgomery County is relocating its existing Equipment Maintenance and Operations Complex (EMOC) to two separate sites located about one-half mile from the existing complex. Part of the existing EMOC is a truck and transit-Compressed Natural Gas (CNG) fueling facility that includes (3) 1750-SCFM Ariel-based CNG compressor skids with 800 HP electric-motor drives, and (2) transit-CNG dispensers, where any two compressors provide the required capacity and the third unit is a rotating spare. The existing system was constructed in 2003 by Hanover Co., and is currently maintained by Clean Energy Fuels Corp. This site fuels approximately 95 transit buses and approximately 20-60 refuse trucks daily, as well as other CNG-fueled vehicles as directed by the County. In addition to large transit- and truck-CNG fueling facility, the County also owns and maintains a public-access 2 compressor x 25HP CNG-fueling system that is located at a separate area of the existing EMOC.
The County is seeking bids from qualified firms to design, build, construct, and install, two (2) new CNG stations at the new EMOC location under the 1st portion of this scope of work. Under the 2nd portion of this scope of work, the same awardee will operate and maintain (O&M) both CNG fueling facilities at the New EMOC. The main EMOC facility will be constructed by another contractor under a separate contract, which will include the fueling buildings and dispenser islands, as well all walls and gates. The CNG Contractor will install all CNG equipment and appurtenances as required to meet the functional and performance requirements of this specification.
