1024872 - Residential Substance Abuse Treatment Services (Level III.1)
Montgomery County, Maryland (“the County”), through its Department of Health and Human Services (HHS), provides a continuum of residential and outpatient substance abuse treatment services for adults. As part of this continuum, the County seeks to contract with capable providers to operate services that will be partially or fully funded by the County.
TThe County requires a 24-hour program of residential treatment services for adult alcohol and/or drug dependent men and women, who may have mild to moderate co-occurring disorders, in a County-provided facility. The County requires an entity capable of providing these services for up to a total of 20 adult men and women. Prospective program participation is given priority to Montgomery County Residents and eligible adults under the Maryland Alcohol and Drug Abuse Administration’s (ADAA) Access to Recovery (ATR/Recovery Net) program. Depending on the recommended treatment and Client response, residents’ length of stay may vary from 30 to 180 days. Participation in the residential program beyond 180 days is subject to County approval. The objectives of this program are primarily to provide stabilization and relapse-prevention services to adult men and women who have substance use disorders, and who may have co-occurring mental health disorders. Some clients will require support in the areas of career development, employment skills, and other daily living skills. The Offeror will coordinate with community entities such as:
The Division of Parole and Probation (DPP) to resolve existing Court requirements;
The Housing Opportunities Commission (HOC) and other providers to secure housing stability at time of discharge;
Employers and workforce development programs such as Montgomery Works and Progress Place; and
Community mental health providers for ongoing care of co-occurring mental health disorders.
The County encourages the development of defined pre-employment assistance, vocational services or linkages with training programs and employers that develop client skills and competencies.
