CLASS SPECIFICATION
OBSTETRICIAN
DEFINITION OF CLASS:
This is part-time physician work in obstetrics at one of
the hospitals in Montgomery County utilized by the Health Department for
patient treatment. The purpose of this class of work is the on-call performance
of deliveries and other obstetrical and gynecological services such as
tubal ligations for indigent County residents referred from Health Department
Clinics. Contacts are with patients and their families to provide medical
services and obtain medical history information, hospital staff to obtain
necessary delivery equipment and assistance, and County Health Department
Maternity Clinic staff to obtain patient treatment records and other information
necessary to resolve problems encountered during delivery and to ensure
quality medical care. Provision of direct patient care requires conducting
a physical examination, detailed review of the medical record and questioning
of the patient.
An employee in this class is responsible for delivering babies by either
normal vaginal delivery or Caesarean section, and for the care of the
mother and infant during delivery, including administering medications
or other treatments necessary to effect delivery. Work is performed under
the administrative direction of the County Health Officer who reviews
the work of employees in this class for their provision of quality health
care. Comprehensive knowledge of and competency in the field of obstetrics
is required. Normal medical standards and practice in obstetrics are used,
although all available medical information including patient history,
physical examination, test result information, and progress of labor must
be considered in order to make the best medical professional decision
regarding patient care. Non-routine births require the analysis of complex
medical conditions and interrelationships in order to isolate and define
unknown conditions, and render proper medical care. Work is performed
in local area hospitals and involves some unpleasantness resulting from
exposure to blood and other body fluids. An Obstetrician is exposed to
some risk due to contact with blood-borne pathogens such as hepatitis
and HIV, and other contagious diseases. This work involves long periods
of standing, some stooping, bending, and lifting.
EXAMPLES OF DUTIES: (Illustrative Only)
Delivers babies in a hospital setting utilizing appropriate equipment,
laboratory and other suitable diagnostic test results, and patient history
information to ensure a safe and healthy delivery for both mother and
baby, and maintain medical care quality standards for patients.
Confers with other physicians, specialists, and hospital staff to obtain
information and services for patient before, during, and after delivery.
Confers with patient's family to advise on patient's and baby's condition.
Performs tubal ligations and other obstetrical and gynecological service
procedures.
Refers patients as required for further treatment or extended follow-up
care by other providers.
Attends professional meetings and continuing Medical Education courses
required to maintain licensure.
Supervises preparation and maintenance of necessary records and reports
concerning mother and child care during delivery, and forwards records
to the Montgomery County Health Officer/Maternity Program at the time
of patient discharge.
Performs appropriate administrative work required by the hospital in providing
obstetrical care.
Performs related duties as required.
MINIMUM QUALIFICATIONS:
Experience: None.
Education: Graduation from an accredited medical school with a
degree of Doctor of Medicine, or from an accredited school of osteopathic
medicine with a degree of Doctor of Osteopathy; and successful completion
of an accredited residency program in obstetrics.
Equivalency: None.
Knowledge, Skills, and Abilities:
Thorough knowledge of the principles, practices, methods and techniques
of obstetrics.
Thorough knowledge of selected pharmaceutical, their desired effects,
side effects, and complications which may arise from their use.
Ability to effectively interview, examine, and assess patient condition.
Ability to distinguish between different shades of skin color in order
to assess client wellness, i.e. cyanosis, pallor, jaundice, and color
of lesions.
Ability to establish and maintain effective and cooperative working relationships
with hospital staff.
Ability to communicate clearly and effectively, both orally and in writing.
LICENSE:
Possession of a valid license to practice medicine issued by the Maryland
State Board of Medical Examiners; Board eligibility in the practice of
obstetrics and gynecology; and Federal and State licenses to prescribe
drugs, from the Drug Enforcement Agency and State of Maryland Department
of Health and Mental Hygiene Division of Drug Control, respectively.
Privileges and good standing at one or more hospitals within Montgomery
County utilized by the Health Department for patient treatment.
PROBATIONARY PERIOD:
Individuals appointed or promoted to this class will be required to serve a probationary period of six months, during which time performance will be carefully evaluated. Continuation in this class will be contingent upon successful completion of the probationary period.
MEDICAL GROUP: Limited Core Exam. The limited core exam is waived for Obstetricians performing services for the County's Project Deliver Program.
