CLASS SPECIFICATION
TRAFFIC FIELD SERVICE TECHNICIAN I
DEFINITION OF CLASS:
This is entry level, semi-skilled field service technician work installing,
modifying, repairing, troubleshooting, loading and testing of new and existing
traffic control and monitoring devices, cables and connections, controls and
equipment. The work involves multiple trades such as welding, carpentry, masonry,
operation of heavy equipment, and basic electrical and electronics work. Contacts
include other employees within the work unit and various contractors, primarily
for the purpose of exchanging information. Service or assistance to the public
is limited and is incidental to the purpose of the work.
An incumbent in this class assists Traffic Signal Technicians by performing construction of traffic control and monitoring devices, installation of devices requiring basic electrical and electronics training, and basic field maintenance and troubleshooting of traffic signals and other traffic control devices and related equipment. The routine work is performed under the direction of higher-level employees, and is reviewed for effectiveness and efficiency. Procedures and guidelines for performing the work are established; an incumbent learns to select and apply the appropriate procedures depending upon the work assigned. The complexity of the work involves making decisions from among various choices concerning the order and sequence of construction, maintenance and troubleshooting work tasks, based upon training and prior experience. The scope of the work involves the completion of a portion of a work program of broader scope; the work affects the accuracy, reliability or acceptability of further technical work in the provision of safely constructed and properly functioning traffic control and monitoring devices. The work environment is primarily outdoors or in a shop environment, where an incumbent is exposed to changing weather conditions, dirt, dust and noise. There is occasional considerable hazard from energized circuits and working from mobile aerial equipment; protective gear and equipment are employed to minimize the risks. The work occasionally requires medium physical effort such as stooping and crouching, pushing and pulling cable, work in uncomfortable positions, recurring lifting of objects weighing up to 50 pounds and occasional lifting of objects weighing up to 100 pounds.
EXAMPLES OF DUTIES: (Illustrative Only)
Assists in replacing, repairing, testing and modifying some electrical elements
of traffic control systems, circuits and devices.
Assists in installing wiring, conduit, controller cabinets, handboxes, poles,
signal heads, and other electrical devices necessary for operation of traffic
signals.
Assists in conducting routine field and bench tests and preventive maintenance
tasks on various traffic control devices, and correcting malfunctions or notifying
others of malfunctions so that the malfunctions may be corrected.
Assists in installing cameras, variable message signs, fiber optic cable and
telemetry cable.
Performs a variety of trades work such as electrical; welding; fabrication;
masonry (brick work and concrete bases and pole foundations); carpentry (building
sheathing, scaffolding, storage bins, pallets and concrete forms); painting;
and conduit and cable installation.
Performs construction work and operates heavy machinery (i.e., concrete saw,
trencher, pavement breaker, dump truck, bobcat, line/pole/auger truck) associated
with the installation, modification, repair or removal of traffic control systems
and devices. Installs 60-foot wood poles and 30 foot 2 ply steel poles. Performs
related duties as required.
QUALIFICATIONS:
Experience: One year of construction trade experience, such as electrical,
carpentry, masonry, and/or welding.
Education: Completion of high school or High School Certificate of completion
recognized in the State of Maryland.
Equivalency: An equivalent combination of education and experience may
be substituted.
Knowledge, Skills and Abilities:
Some knowledge of construction and installation techniques for traffic control
devices, and basic maintenance and troubleshooting procedures for traffic control
devices, circuits, controllers, etc.
Some knowledge of regulations, codes and procedures which apply to this work
such as National Electrical Code, Miss Utilities, Maryland High Voltage Act.
Knowledge of procedures and techniques used in the work of this class and common
to skilled trades such as electrical, carpentry, masonry, and welding.
Knowledge of procedures for the operation of heavy equipment such as concrete
saw, trencher, dump truck, bucket truck, etc.
Skill in the use of hand and power tools used in the work of this class.
Ability to work from drawings, sketches, specifications and work orders and
prepare material lists.
Ability to frequently lift items weighing up to 50 pounds, and occasionally
lift objects up to 100 pounds.
Ability to perform work inside and outside year round, to work in uncomfortable
positions for long periods, and to work at heights.
Ability to wear and use protective clothing and equipment for protection when
exposed to dust, fumes, and other irritants or when working at heights.
Free from colorblindness or the ability to pass a County administered test of
recognition of colors commonly used in traffic control device installation and
maintenance.
LICENSE:
First Day of Employment:
Must possess either a Class "B" Commercial Driver's License (CDL)
or an Instructional
Permit for a Class "B" Commercial Driver's License issued by state
of residence.
Within six months of appointment to the position:
Possession of a valid Commercial Driver's License (CDL), Class B, with airbrakes
endorsement, in accordance with Maryland State CDL requirements.
PROBATIONARY PERIOD:
Individuals appointed or promoted to this class will be required to serve a
probationary period of six months, during which time performance will be carefully
evaluated. Continuation in this class will be contingent upon successful completion
of the probationary period.
