The next meeting of the Glen Hills Study Citizens’ Advisory Committee (CAC) has been set for Monday, March 18, 2013, at 7:30 p.m. The meeting will be held in DEP’s offices on the first floor at 255 Rockville Pike, Suite 120, in Rockville. The meeting is open to both the CAC members and the public. The upcoming meeting will include:
- Continued discussion of the draft Phase 2 report, and
- Review of changes made to the Phase 1 report in response to community comments.
DEP is also planning a public meeting during the week of April 15th to present the Phase 2 report to the community. DEP will post the draft report for review on this webpage two weeks in advance of the meeting date. In addition to notices and schedules posted here, community residents and property owners will receive a mailed notice of the report posting and the public meeting.

The next meeting of the Glen Hills Study Citizens’ Advisory Committee (CAC) has been set for Monday, November 19, 2012, at 7:30 p.m. The meeting will be held in DEP’s offices on the first floor at 255 Rockville Pike, Suite 120, Rockville. The meeting is open to both the CAC members and the public. This month’s meeting will include a continuing discussion on Phase 2 of the project, looking at both on-site septic and public sewer options for the designated Areas of Interest from Phase 1. Weekday evening parking is free in the garage at 255 Rockville Pike.

- Phase 1 Final Report: DEP’s contractor has completed the Glen Hills Area Phase 1 Report. (Note: This link has been temporarily removed; please refer to the preceding note dated 11/19/12.) We appreciate the time and effort that the CAC members have put into reviewing and commenting on the study and the Phase 1 report. We also appreciate the many comments provided by study area property owners and others that have contributed to the report.
- CAC Meeting Notice: The next Glen Hills Citizens’ Advisory Committee (CAC) meeting is scheduled for Monday, September 10, 2012, from 7:30 to 9:00 p.m. The meeting will be held in DEP’s offices on the first floor at 255 Rockville Pike, Suite 120, Rockville. Please review the contractor’s draft Phase 1 report for the Glen Hills Area.(Note: The preceding link has been removed; this draft version of the Phase 1 report is outdated.) The draft report is provided here in order to solicit public comment on its process and findings. This draft report is still undergoing review by DEP staff; it is not a final document. Addressing public comments on the draft report is part of that review process. DEP will accept public comments on the draft report from now until the close of business (4:30 p.m.) on Wednesday, June 27, 2012.
County staff and representatives of the County’s contractor will be available at the public meeting scheduled for Tuesday, June 12th (see the May 31st update below) to present and discuss the report. Public Meeting Notice: DEP has scheduled a second public meeting for the Glen Hills Area Sanitary Study for Tuesday evening, June 12, 2012, from 7:30 to 9:00 p.m. The meeting will be held in the cafeteria of Robert Frost Middle School at 9201 Scott Drive, Rockville. The meeting will serve to present and receive feedback on the Phase 1 draft report developed by DEP and its contractor. The Phase 1 draft report will be posted as a link to this webpage during the week of June 4, 2012, to allow for review prior to the meeting on June 12th by property owners and other interested individuals.

Study Schedule
DEP will conduct the study in two phases. Phase 1 will involve:
•The collection of information about wells and septic systems in the study area;
•The identification of sensitive environmental features in the study area;
•A review of local conditions affecting well and septic system suitability such as soils, topography, and drainage patterns; and
•An evaluation of these conditions to understand where on-site systems are likely to have reasonable longevity and where those systems are likely to encounter problems in the long term.
Phase 2 (if deemed needed) will continue the evaluation process to look at possible remedies for areas of the neighborhoods where on-site systems are either failing or are not likely to provide long-term service to existing residents. The remedies that will be evaluated will be the use of innovative and alternative septic system technologies and the feasibility of the extension of public water and/or sewer service.
We expect to conclude Phase I of the study by the end of June 2012. Phase 2 (if needed) is expected to conclude in October 2012. Following the conclusion of this study, DEP will present the study results to the community and the County Council for their consideration and recommendations as to policies needed to address the water supply and wastewater disposal needs of the community.
Public Meetings and the Citizens’ Advisory Committee
DEP has planned to conduct a minimum of three community meetings associated with this study. We have also formed a Citizen Advisory Committee (CAC) to meet once each month during the study process.
Citizens’ Advisory Committee
DEP staff have selected members for the Citizens’ Advisory Committee (CAC) from over 30 volunteers; please click to see a list of the CAC members. We appreciate the strong showing of interest for the CAC.
The CAC will meet on the first Monday of each month in the evening, starting with Monday, April 2, 2012. The meeting will be held in the DEP large conference room starting at 7:30 p.m. and wrap up by 9:00 p.m. DEP’s offices are located at Suite 120, 255 Rockville Pike, Rockville. CAC meetings are open to the public, not just to the CAC members. While the discussion among DEP staff and the CAC members is the focus of the meeting, we will—as time allows—open the floor towards the end of the meeting to questions and comments from the audience. DEP will provide a notice for and a summary of each CAC meeting on this webpage.

Public Meetings
The first of the three planned public meetings was held on Tuesday, February 21, 2012 at 7:15 p.m. The meeting will be held at Lakewood Elementary School at 2534 Lindley Terrace , Rockville. We will shortly post a summary of this meeting; please check back.
DEP will schedule the second public meeting for the Glen Hills Area Study for early June. This meeting will provide an opportunity for comments and input on the public draft Phase 1 report before it is presented to the County Executive and the County Council. A copy of the report will be posted to this webpage one week in advance of the meeting. Details on the meeting date, time, and location will also be posted to this webpage.

DEP will send a survey to all property owners in the study area requesting their feedback on the history and condition of on-site wells and septic systems. We hope to receive these postage paid surveys back in a timely manner to assist us in our evaluation of the community.
DEP will also request participation from residents and civic association representatives in a Citizen Advisory Committee (CAC). The CAC will meet regularly with DEP staff to review and comment on the ongoing progress and results of the study.
