| 1. Where can I obtain a brief description about Residential Parking? |
The RESIDENTIAL PERMIT PARKING PROGRAM has been in effect since 1974 and was initiated in an effort to provide relief for residents whose neighborhoods are impacted by certain public facilities and land uses (such as Metrorail stations) that result in non-residents parking on neighborhood streets. Parking by non-residents can restrict access by residents to street parking, increase air and noise pollution, and create unsafe traffic conditions, This program was enacted into law in Section 31-47 of the County Code and is governed by Executive Regulation 44-90/RESIDENTIAL PERMIT PARKING GUIDELINES and County Council Resolution 15-789/RESIDENTIAL PARKING PERMIT FEES.

| 2. How do we secure Residential PERMIT PARKING in our area? |
Answer:
A. The process to establish a RESIDENTIAL PERMIT PARKING area is:
- Submit a written request (from residents/or the civic association) to the Montgomery County Department of Transportaion (MCDOT) requesting establishment of a parking permit area. Written request must include a petition indicating concurrence of at least two-thirds of the houses of each initial block that desires permit parking.
- MCDOT evaluates the request to confirm that all criteria have been met, establishes the boundaries of the proposed permit area, and then notifies the civic association its recommendations.
- Public hearing fee of $250 is received from the civic association. MCDOT schedules a public hearing. (Public hearing fee is waived if area is designated as Metro-impact by MCDOT.)
- The County Executive issues a written decision following submission of the hearing record.
- The entire process takes approximately eight months to one year.
B. The process to implement permanent parking regulations once an area has been established is:
- Residents of a block who desire inclusion in the residential permit parking program need to submit a petition to MCDOT. The petition should indicate that two thirds of a block's residents are in favor of having signs installed on their block and buying permits. (Only one signature per household is valid.)
- MCDOT evaluates to confirm that all criteria have been met and then notifies the civic association of the outcome.
- Once approved, the appropriate signs are installed and permits are issued to residents requesting such.

3. How are the boundaries for residential permit parking established? |
Answer: Generally, Traffic Engineering and Operations Section uses the Civic Association boundaries, as approved by the Maryland-National Capital Park and Planning Commission, to establish the "ultimate area" for RESIDENTIAL PERMIT PARKING.

4 . What are the types of permits and what is the cost of each type? |
Answer: There are Resident Permits, Permanent Visitor Permits, and Temporary Visitor Permits.
RESIDENT PERMITS
- Issued for each motor vehicle registered to an address.
- You can apply for as many permits as you have vehicles,
- Cost is $35.00 per vehicle, and is renewable on a two-year basis.
- Payable by Check,Cash, Money Order, Visa or Master Card
- Initial and renewal fees are prorated as appropriate.

- One Permanent Visitor permit may be purchased per dwelling unit.

TEMPORARY VISITOR PERMITS
- Required when additional visitors, guests, family members and/or repairmen/contractors are visiting. This permit is free for up to 30 days.

5. Are there standard hours associated with the permit parking restriction? |
Answer: Yes. The standard restriction hours are 9AM to 5PM, Monday through Friday. However, there are variations to this standard (for example, Saturdays and/or Sundays). These variations are studied on a case-by-case basis and are dependent on the specific problems which are being encountered in your community.

6. What should I do if I am expecting a large number of visitors on short notice? |

8. I am a new resident to an area that has permit parking. I am in the process of applying for my resident permit. What do I do in the meantime? |
Answer: While you are in the process of applying for the resident permit, you can obtain a temporary permit valid for up to 30 days. This free temporary permit can be obtained from:

10. I just sold my car. Do I need to pay for another permit or can I get a replacement? What do I do? |
Answer: Because resident permits are registered to the vehicle, you will need to purchase a new resident permit whether you lost it or purchased a new car. The cost of the permit will be prorated. The illegal sale, transfer, or intentional misuse of the resident permit is prohibited. Call the following:

11. What should I do when there are additional visitors (guest and/or family members) or repairmen/contractor's who need parking near my home?

Answer: If you are expecting more than one additional vehicle at your home, you will need to obtain temporary visitor permits for those vehicles in advance. For residents that need temporary permits for contractors to perform repair work or building construction at the residence, a copy of the contractor's signed contract is required for verification before issuance of permits. Up to six temporary permits (for 30 days or less) can be issued at the listed locations (see additional information in Answer #4)
