Stage	Weather Conditions	Response
Stage I	Snowing	Snow Patrol
Stage II	Snowing - roads snow covered with less than 3”	Spread salt on salting routes (which include Emergency Routes and Primary Neighborhood Streets)
Stage III	Snowing - 3” or greater accumulation	Start Plan II operations (clearing Emergency Routes curb-to-curb and to bare pavement)
Stage IV	Precipitation stopped	Start neighborhood plowing
Stage V	Precipitation stopped	Many plow routes complete
