The Division of Real Estate and Central Services (DREACS) provides oversight and direction of the preparation and monitoring of the Operating and Capital Improvements Program budgets for the department, energy management, payment processing controls; contract preparation for the department and for County-wide users, the management and administration of computer and office automation activities; the warehousing of excess furniture and moving services for all County programs, strategic planning for the Director; and oversight of all personnel activities of the Department of General Services.


Included within the Division’s Central Services is the management and operation of internal printing services, mail processing and delivery, records and archiving management, and shredding activities for the entire County including the management of the County Wide copier contract and the purchase and delivery of paper for County operations, through the Central Duplicating Section. Also within the Management Services purview is the procurement of utilities services and the conservation of energy resources for the County through our Environmental Stewardship Section


Montgomery County’s Americans with Disabilities Act (ADA) Compliance Program is charged with ensuring that all of Montgomery County Government’s programs, services, buildings, and other facilities are accessible to people with disabilities and compliant with Title II of the ADA (which covers state and local government services). The Compliance Program provides information, technical assistance, and training on Title II issues to all County departments and responds to any Title II-related questions, complaints, and grievances from County residents.


The Real Estate Program provides for leasing, space management and site evaluation. The leasing function recommends, plans, coordinates, implements, and administers the leasing of County real property for both revenue and expense leases. It also provides technical support to site evaluation committees for Capital Improvements Program (CIP) projects and handles the reuse of closed school facilities. The space management function provides for the efficient utilization of space in County-owned and leased facilities. The property acquisition and disposition functions cover the acquisition of land for capital projects and the disposition of surplus public properties.


Moving and Surplus Services coordinates county employee office relocation, furniture relocation, help to support office / building renovations, carpet replacements, and pick up and deliver surplus furniture.
