NOISY WORK

Between the dates from September 10, 2012 through November 1, 2013, a small portion of the overall construction work will take place in the evenings to early mornings between the hours of 8:00 pm through 7:00 am. This work must be completed during these times to avoid disrupting the Circuit Court. Regrettably, vibrations from the construction activity reverberate through the entire Judicial Center interfering with our electronic, digital court recording system which can make the recording of the court process unintelligible. Consequently, a transcript of the legal proceedings cannot be provided to the litigants or appellate courts which could cause devastating, unintended consequences for litigants. Additionally, the Circuit Court handles court and jury trials which can include criminal cases with sentences involving of life or death, family matters involving divorce, custody and termination of parental rights, which are highly emotional and can be catastrophic to the family element, and civil cases where judges and juries will determine the fate of businesses, medical malpractice suits, foreclosures, etc. All of these matters mentioned and many others not referenced are determined daily in the Judicial Center.

Every effort will be made to minimize noise. The work will include the following:

Demolition and Reconstruction of New Maryland Avenue Entrance (Noise generating activities include saws, chop saw, concrete cutting saws, screw guns, plaster mixers, man lifts-backup alarms, debris placed in dumpsters, hammer drills, power-actuated fasteners, and Bobcat motors.) This activity will approximately start on September 10, 2012 and conclude June 1, 2013. The typical work shift is from 8:00 PM to 4:00 AM. All major noise generating work will occur before 11:00 PM or during the day on Saturdays.
Demolition and Installation of New Roof at Maryland and Monroe Entrances (Noise generating activities will include grinding and possible chipping of concrete, quick saws, scrapers, saws, crane, compressors, back-up alarms, delivery trucks, screw guns, hammer drills, and placement of debris in dumpsters.) The typical work shift is from 8:00 PM to 4:00 AM. All major noise generating work will occur before 11:00 PM or during the day on Saturdays.
Demolition and Reconstruction of New Monroe Street Entrance (Noise generating activities include saws, chop saw, concrete cutting saws, screw guns, plaster mixers, man lifts-backup alarms, debris placed in dumpsters, hammer drills, power-actuated fasteners, and Bobcat motors.) This activity will approximately start on June 1, 2013 and conclude on November 1, 2013. The typical work shift is from 8:00 PM to 4:00 AM. All major noise generating work will occur before 11:00 PM or during the day on Saturdays.

The Maryland Avenue entrance completion date has been pushed back to June.

The Pilkington glass system on the east façade is almost completely installed except for areas that still require coordination with other trades at the perimeters. The construction of the stair structure at the south end has been finished and the stairwell has begun to be enclosed with glass.

Gyp board room partitions are almost completely installed on Terrace, 1st, and 2nd levels

A mock up of a Courtroom with furniture should be complete by May for the judges to tour and approve.

April 2013:

Pictured is the south-east façade. The stair on the south end of the south send of the building is in the process of being enclosed. The yellow material is a spray applied air barrier membrane applied for insulation purposes. The blue material is a membrane that prevents water penetration.

Pictured is west façade of the building. All the glass and fins are installed. The blue membrane covered fins will eventually receive a copper colored aluminum panel sheathing.

Project Description

This project involves an addition to and renovation of the existing Judicial Center. The Judicial Center Annex is a six story building with one level underground parking and one level mechanical penthouse. The Annex provides ten additional courtrooms and administrative spaces. The renovation of the existing judicial center includes upgrading interior spaces, mechanical, electrical and plumbing upgrades. The project will be designed to comply with Leadership in Energy and Environmental Design (LEED) guidelines for LEED Silver (potentially Gold certification) which includes a green roof and roof mounted photovoltaic panels. The existing plaza and green spaces will be redesigned to invite public use of the space. The green space will include a water fountain, new trees, benches and a Memorial Walkway to receive the memorial plaques that will be relocated to allow for the construction of the Annex. The project consists of three phases. Phase one includes the existing Judicial Center HVAC renovation for floor 6-9 and the penthouse roof . Phase two includes the construction of the Annex and the phase three encompasses the interior renovation and upgrades of the remaining area of the existing Judicial Center.
