White Flint Sector Plan Public Amenities


The recently adopted White Flint Sector Plan will be transformational for White Flint with the Plan’s focus on Metro access and the creation of an urban and walk-able downtown. The existing and new community will need important quality of life amenities intended to support the robust economic development of the area. To ensure that the area is vibrant and inviting, these amenities need to be implemented in a way that helps to contribute to White Flint as an exciting destination and to create a dynamic and sustainable public realm for the evolving community.

The White Flint Sector Plan identifies several public amenities to serve the existing and future White Flint Community. These amenities include, but are not limited to:



  White Flint Amenities Charette

The planning of the White Flint Amenities will be determined through a charrette process seeking to obtain input from as many interested participants as possible.

What is a Charrette?

The French word “charrette” means “cart” and is often used to describe concentrated work effort expended by art and architecture students to meet a project deadline. This use of the term is said to originate from the École des Beaux Arts in Paris during the 19th century, where proctors circulated a cart, or “charrette,” to collect drawings from the students.

The resulting design should be a significant, positive addition to the White Flint community.

Funding support generously provided by Federal Realty Investment Trust, Gables Residential, JBG Associates, L.L.C., LCOR White Flint, L.L.C., Promark Real Estate Services, L.L.C., Saul Holdings Limited Partnership, Washington Real Estate Investors Trust, White Flint Mall, L.L.C. and Montgomery County.
During the August 22, 2011 meeting the draft report was shared with the user agencies and their input were collected. The next step will be to have a meeting with the developers for the collection of their input so the final report can be generated.
  Strategic Goals

The overriding goal is implementation of the White Flint Sector Plan recommendations. The process will result in a refinement and better understanding of some of the amenities called for in the Sector Plan. The development of an integrated public amenities implementation plan will require a coordinated effort among the Montgomery County Planning Board, the M-NCPPC Parks Department, Office of the County Executive, Montgomery County Department of General Services, Montgomery County Public Libraries, Montgomery County Department of Recreation, the Regional Services Center, landowners, tenants, citizen’s groups, and existing and future individual residents. The public amenities should be strategically planned to:

   Community Participation

Two public meetings are being scheduled to solicit public input and to report back to the community:


  Community Meeting 1: Community Perspectives
The purpose of this facilitated meeting will be to gather input from the community, stakeholders, property owners, and tenants regarding both the needs and programming of public amenities within the White Flint Sector Plan area.  The focus will be to move from the general ideas contained in the Sector Plan to more specific ideas that can be the basis for an implementation plan.  Community input will be sought to understand the key criteria and principles to be considered in developing the public amenities implementation plan.
