Montgomery County's Division of Fleet Management Services operates 24/7 to ensure continued service to the County. Managing a fleet of over 2,205 automobiles, 454 heavy pieces of equipment, 390 transit buses and 212 user agency owned heavy equipments, the Division employs more than 200 people at 4 main locations, as well as several satellite depots.

Bill Griffiths has over 20 years experience in managing Federal Government fleets.

 

Keith Stickley, Fleet Services Coordinator

Keith Stickley is Fleet Services Coordinator in Fleet Management. Keith has over 25 years fleet maintenance experience including five years in a management capacity serving as General Manager of fleet maintenance for the Metropolitan Police Department. Keith holds certifications in sixteen areas of fleet operations including ASE Master Certifications in Medium/Heavy Truck, Automotive and School Bus.

Rodney Martin manages Fleet Management's Transit Services Section located at 16630 Crabbs Branch Way. In addition to overseeing the maintenance operations he also monitors several contracted services. Rodney has worked in Fleet Management for over 25 years in various capacities ranging from Mechanic to Crew Chief to managing Fleet's Automotive Services shop. Rodney also holds the prestigious Certified Automotive Fleet Manager (CAFM) certification.

Peggy Lynch manages the Administrative Services Section of the Division of Fleet Management Services, overseeing the financial, budget and information technology programs.

 

Scott Conlon, Fleet Services Coordinator

Scott Conlon manages the transit maintenance shops at the Bus Maintenance Facility in Silver Spring and the Nicholson Court Bus Depot in Kensington. Scott has worked in Fleet Management for two years as Crew Chief, Equipment Services Coordinator, and now Fleet Services Coordinator. Scott’s work experience includes several years as a Mechanic and Parts Coordinator at the University of Maryland Shuttle-UM and several years in the United States Marine Corp Reserve. Scott holds ASE Master Certifications in Automotive, Transit and Medium/Heavy Truck, and received a Bachelor’s Degree in Government and Politics from the University of Maryland.

Michael Atkinson manages Fleet Management's Automotive and Heavy Equipment Sections. The Automotive Equipment Section (AES) is located at 1283 Seven Locks Road and the Heavy Equipment Section (HES) is located at 16630 Crabbs Branch Way. He oversees the maintenance operations and monitors several contracted services for both fleets. Michael has worked in Fleet Management for over 9 years in various capacities ranging from Program Specialist to Equipment Services Coordinator. He has a wide range of experience coming from the private sector and has a Master of Business Administration. In addition, Michael holds a Certified Automotive Fleet Manager (CAFM) certification.

 

Kathleen Hynes, Asset Manager

Kathleen Hynes is the staff professional responsible for the acquisition and replacement of + 3,300 vehicle and equipment assets owned by the Division of Fleet Management Services. She serves as the intermediary between user agencies and manufacturers/dealers, coordinates development of technical specifications with maintenance staff, prepares solicitations, oversees award processes, and administers contracts. As the staff expert on powertrain, emissions, and engineering best-industry standards, she is responsible for DFMS meeting the mandates of the County’s Climate Protection Plan. She is presently working toward certification as a Certified Automotive Fleet Manager (CAFM), and has a Bachelor’s Degree in Business Administration with a major in Finance, summa cum laude, from the University of Wisconsin at Oshkosh.

Keith Powers manages Fleet Management’s Parts facilities located at: Crabbs Branch Way, Brookville Road, and Nicholson Ct. Overseeing the warehousing of all parts needed to repair transit buses and the heavy equipment in the county. Keith has worked in Fleet Management for 2 years as a mechanic, crew chief, and now as a Program Manager II. Keith’s experience includes several years as a Parts and Service Coordinator at local dealerships. Keith holds an ASE Master Certification in Medium/Heavy Truck.
